ब्रसेल्समा भएको भारत-ईयु शिखर सम्मेलनमा नेपाल र नेपालको संविधान पनि एउटा एजेन्डाकारुपमा रहेको थियो। यो वक्तव्य भारत-ईयु शिखर सम्मेलन सकिएपछि आएको हो। वक्तव्यमा भारत र ईयुले भूकम्पपछिको पुनर्निर्माण र दीर्घकालीन विकासमा मिलेर काम गर्ने प्रतिबद्दता जनाएको उल्लेख गरिएको छ। परराष्ट्र मन्त्रालयले संयुक्त वक्तव्यप्रति आपत्ति जनाउँदै वक्तव्य निकालिने एक उच्च सरकारी अधिकारीले बताए।
‘सार्वभौम र स्वतन्त्र मुलुक नेपालले संबिधान जारी गर्ने अधिकार राख्छ। यो नेपालको आन्तरिक बिषय हो। संबिधानको बिषय भारत र इयुले वक्तव्यमा उल्लेख गर्नु नेपालको आन्तरिक मामिलामा हस्तक्षेप हो, ती अधिकारीले भने।
ती अधिकारीले भारतकै जोडबलमा संयुक्त वक्तव्यमा उक्त भाषा राखिएको प्रस्ट रहेको बताए । नेपालले संविधान जारी गर्ने अन्तिम तयारी गरिरहँदा संबिधान निर्माणको समयसीमा पर सार्न दबाब दिन भारतीय विदेश सचिव एस जयशंकर नेपाल आएका थिए । तर आफ्ना चाहना विपरीत संबिधानसभाले दुई तिहाइबाट संबिधान नेपालमा संविधान जारी भएकोमा असन्तुष्टी जनाउँदै भारतले नेपालमा पाँच महिना नाकाबन्दी गरेको थियो।
यद्यपि युरोपेली युनियनले भने नेपालको संविधानको पूर्णरुपमा स्वागत गरेको थियो। भारतले भने नेपालको संविधानको स्वागत नगरि मधेसी दलको माग सम्बोधनका लागि भएको संशोधनको मात्रै स्वागत गरेको थियो।
भारतीय प्रधानमन्त्री नरेन्द्र मोदीसहित उच्चस्तरीय भारतीय प्रतिनिधिमण्डल अहिले ब्रसेल्स भ्रमणमा छ। यसअघि भारतीय प्रधानमन्त्री नरेन्द्र मोदीको बेलायत भ्रमणका क्रममा भारतकै जोडबलमा चार महिनाअघि नेपालको संविधान अपूर्ण रहेको सन्देशसहित बेलायत र भारतले संयुक्त वक्तव्य आएको थियो। नेपालले उक्त वक्तव्यको भत्सर्ना गरेको थियो।
जापानी प्रधानमन्त्री सिन्जो आवेको केहीअघि सम्पन्न भारत भ्रमणमासमेत भारतले नेपालको संविधान अपूर्ण रहेको आशयसहित वक्तव्य जारी गर्न चाहेको थियो। तर जापानले नमानेपछि नेपालको संविधानको बिषय संयुक्त वक्तव्यमा परेको थिएन।
